There can be no doubt about the scale of the challenge facing the NHS over the coming years. Since 1997, spending on health has more than doubled in real terms. The NHS budget for England is planned to reach almost £110 billion in 2010-2011, over a sixth of total public spending. 70% of this budget will go on staffing. Forecasts suggest that, by 2010-2011 there is likely to be a significant gap between the cost of running the service and the public resources available to fund it.

The likelihood is that the NHS will be looking for efficiency savings of around £15 billion over the three years from 2011 to 2014. With its overriding commitment to maintaining the quality of the patient experience, it is clear that urgent action needs to be taken to find innovative ways of making the service more efficient.
